Express Entry — CEC stream profile + supporting evidence
Canadian Experience Class profile build — the most common path for Indian PGWP-to-PR transitions.
CanadaPRExpress EntryCECR87.1PGWP
Canadian Experience Class (CEC) under IRPR R87.1 is the simplest EE stream for Indian applicants who've graduated from a Canadian DLI and worked on a PGWP. No FSW 67-point grid; no proof-of-funds requirement.
Draft a CEC profile + supporting evidence checklist for [CLIENT_NAME].
§1 — CEC ELIGIBILITY CONFIRMATION (120-150 words)
R87.1 requires:
(a) At least 1 year (1,560 hours) of full-time-equivalent skilled Canadian work experience in TEER 0/1/2/3, within the 3 years preceding application
(b) Work experience must be:
• Paid (no unpaid internships, even at qualifying employers)
• Authorised (had valid work permit at the time)
• Continuous OR cumulative (multiple periods that sum to ≥1,560 hours)
• Full-time (≥30 hours/week) OR part-time equivalent
(c) Language: TEER 0/1 → CLB 7 each band; TEER 2/3 → CLB 5 each band
(d) Not be inadmissible
(e) Plan to live outside Quebec (Quebec has its own stream)
For [CLIENT_NAME] using [PRIMARY_NOC]: confirm TEER level + language threshold.
§2 — WORK EXPERIENCE EVIDENCE (150-200 words)
For each Canadian employer in [CANADIAN_EMPLOYERS]:
Employer X:
• Legal name + CRA Business Number
• Position title + NOC code (the OFFICIAL NOC, not what was on offer letter)
• Start date + end date (or "current")
• Hours per week
• Annual salary
• Reference letter from employer with:
- Lead statement matching NOC profile
- 3-5 specific duties matching NOC main duties
- On company letterhead
- Signed by manager / HR with title + contact info
- State that the role was full-time (or hours per week if part-time)
• Pay stubs covering the period
• T4 slips (Canada Revenue Agency tax slips)
• Notice of Assessment (NOA) for relevant tax year(s)
Pay stubs + T4s are the strongest evidence — they prove paid, authorised work. Letters alone can be challenged.
§3 — NOC MAPPING (80-100 words)
[PRIMARY_NOC] under NOC 2021:
• Lead statement: [paste from NOC 2021 system]
• TEER level: [0/1/2/3]
• Main duties (must match employer reference letter)
• Educational requirements (informational; not part of CEC eligibility)
The reference letter MUST establish that the applicant performed the lead-statement role + at least a significant portion of the main duties. Officers cross-check.
§4 — LANGUAGE EVIDENCE (60-80 words)
IELTS General [IELTS_GENERAL]:
• Listening, Reading, Writing, Speaking scores
• Test date (must be within 2 years of profile submission)
• Test report form (TRF) number + ID
CELPIP-General alternative — same CLB mapping table.
For French (optional + bonus CRS): TEF Canada or TCF Canada with NCLC mapping.
§5 — EDUCATION (80-100 words)
[EDUCATION_HIGHEST]:
• Canadian post-secondary: no ECA required, but include credential
• Foreign credentials: ECA required for CRS points
- WES (most common for Indian applicants), IQAS, ICES, ICAS, CES, MCC, PEBC, NDEB depending on profession
• Diploma / degree certificate
• Final transcript
§6 — PR APPLICATION DOCS TO QUEUE (140-180 words)
If invited (ITA), the 60-day window for full application requires:
□ Passport (valid)
□ Police certificates from every country where lived 6+ months since age 18 (India PCC: SP / RPO, takes 4-12 weeks)
□ Medical exam (panel physician — book early; results valid 12 months)
□ Proof of funds — CEC does NOT require this if working in Canada, BUT must show settlement funds for FSW if dual-stream-eligible
□ Schedule A — Background / Declaration (IMM 5669)
□ Additional Family Information (IMM 5406)
□ Use of Representative (IMM 5476 if RCIC retained)
□ Photos (2 recent, biometric standard)
□ Digital photos for system upload
Common delays: India PCC processing, ECA delivery, missing employer reference details. Queue these BEFORE ITA.
§7 — SUBMISSION + AFTER (60-80 words)
• Submit profile online via EE portal
• Profile valid 12 months
• Wait for ITA from a draw (general or category-based)
• Within 60 days of ITA: submit full PR application
• Application processing: 5-6 months target for CEC
• Approval → Confirmation of Permanent Residence (COPR) + PR visa
