Federal Skilled Trades Program (FSTP) under IRPR R87.2 is for foreign nationals qualified in a Canadian skilled trade. Less crowded than CEC/FSW; category-based draws make it competitive for those who qualify.
Draft FSTP profile + qualification narrative for [CLIENT_NAME] in [TRADE_NOC].
§1 — FSTP ELIGIBILITY (120-150 words)
R87.2 requires ALL:
(a) At least 2 years of full-time work experience (cumulative or continuous) in a skilled trade within the 5 years preceding application
(b) Trade NOC must be in one of the following NOC 2021 Major Groups:
• 72 — Technical trades and transportation officers and controllers
• 73 — General trades
• 82 — Supervisors in natural resources, agriculture and related production
• 83 — Occupations in natural resources and related production
• 92 — Processing, manufacturing and utilities supervisors and central control operators
• 93 — Central control and process operators in processing, manufacturing and utilities
(c) Meet job duties + skill requirements of the NOC (lead statement + most main duties)
(d) Language: CLB 5 (speaking + listening) AND CLB 4 (reading + writing) on TEF/IELTS
(e) ONE of:
• Valid full-time job offer of at least 1 year duration from up to 2 Canadian employers (LMIA-supported OR LMIA-exempt under R204/R205)
• Provincial / territorial certificate of qualification (Red Seal or provincial equivalent)
(f) Settlement funds (similar to FSW) unless legally able to work in Canada with current authorisation
Confirm [TRADE_NOC] is FSTP-eligible. Verify [YEARS_EXPERIENCE] meets the 2-year minimum.
§2 — TRADE QUALIFICATION EVIDENCE (150-200 words)
For [CLIENT_NAME]'s [TRADE_NOC] experience:
• Reference letters from each employer with:
- Trade-specific lead statement matching NOC
- Specific tools, equipment, procedures used
- Apprenticeship + journeyman dates if applicable
- Trade certifications (apprenticeship registration #s, etc.)
• Pay stubs / tax records
• Government registration (e.g. Indian state-level electrician licensure)
• Indian-specific trade certifications: NCVT / SCVT / ITI certifications, trade test results
NOC main duties: the reference letter must establish substantial overlap with the NOC main duties. Generic "performed duties of an electrician" insufficient — name the specific tasks (wiring residential / commercial, conduit installation, panel installation, troubleshooting, etc.).
§3 — JOB OFFER OR PROVINCIAL CERTIFICATION (100-130 words)
[ARRANGED_EMPLOYMENT_OR_CERT]:
If job offer:
• Employer name + CRA BN
• Position title + NOC code
• Full-time (≥30 hours/week)
• Minimum 1-year duration
• LMIA-supported (with LMIA confirmation #) OR LMIA-exempt under R204/R205 with cited code (e.g. C12, T23, A75)
If provincial certification (Red Seal):
• Specific Red Seal endorsement
• Provincial trade authority that issued
• Date of issuance
• Trade test results
Note: Red Seal certification is generally obtainable only AFTER working in the trade in Canada or via assessment of foreign credentials by provincial trade authorities. This is a chicken-and-egg challenge for new applicants — most FSTP applicants enter via job offer first.
§4 — LANGUAGE ASSESSMENT (60-80 words)
[IELTS_GENERAL]:
Map to CLB:
• Speaking: needs CLB 5 (IELTS 5.0+)
• Listening: needs CLB 5 (IELTS 5.0+)
• Reading: needs CLB 4 (IELTS 3.5+)
• Writing: needs CLB 4 (IELTS 4.0+)
Note FSTP has a LOWER language threshold than CEC/FSW — accessible for tradespeople whose English is less polished.
§5 — CRS PROJECTION (60-80 words)
FSTP CRS components same as CEC/FSW but typically:
• Age: depends on applicant (trades workers often 25-45 range)
• Education: secondary diploma = 30 points; post-secondary tier counts
• Language: lower CLB threshold limits points (CLB 5 each = 17 points/each)
• Foreign work: maxed quickly at 6 years
• Job offer: +50 (TEER 2/3) or +200 (very rare for trades)
Most FSTP applicants score 350-470 — below general draw cutoffs but Skilled Trades category-based draws have hit 380-440.
§6 — APPLICATION DOCS (60-80 words)
□ Trade reference letters (most critical — define the work)
□ ECA: optional but boost CRS points
□ Language test (within 2 yrs)
□ Job offer letter OR Red Seal certificate
□ Proof of funds (CAD 14,690 single)
□ Police certificates, medicals
□ Schedule A, IMM 5406, IMM 5476
