Post-Graduation Work Permit (PGWP) timeline & strategy
PGWP eligibility, application window, language test pivot, and field-alignment for future PR.

The Post-Graduation Work Permit (PGWP) is the post-study work authorisation that 70%+ of international students in Canada use as their bridge to permanent residency. Rules changed substantially in 2024 — eligibility tightened.
Draft a PGWP strategy document for [CLIENT_NAME] graduating from [PROGRAM] at [INSTITUTION] on [COMPLETION_DATE]. Program length: [PROGRAM_LENGTH_MONTHS] months.
§1 — PGWP ELIGIBILITY CHECK
Confirm each:
□ [INSTITUTION] is a Designated Learning Institution (DLI) — confirm via canada.ca DLI list
□ [PROGRAM] is PGWP-eligible — confirm:
- Public colleges/universities: eligible programs only (some Ontario private-public partnership programs lost PGWP eligibility in 2024)
- Private colleges: most NOT PGWP-eligible since 2024
- Programs under 8 months: NOT PGWP-eligible
- Programs delivered >50% online: depends on COVID-era exemption status
□ Field-of-study restriction (2024 reform): for non-degree programs, must be in a field aligned with long-term occupational shortages
§2 — PGWP LENGTH CALCULATION
PGWP duration generally matches the program length, capped at 3 years:
• Program 8-23 months → PGWP matches program length
• Program 24+ months → 3-year PGWP
For [CLIENT_NAME]'s [PROGRAM_LENGTH_MONTHS]-month program, expected PGWP length: [calculate].
§3 — APPLICATION WINDOW
Apply within 180 days of:
• Final program completion letter date, OR
• Final transcript date
Whichever is earlier. Missing this window = no PGWP, ever, for this program.
Optimal timing: apply within 30 days of final transcript to maintain study-permit-to-work-permit continuity (you can work full-time while PGWP application is in process IF you applied before study permit expired).
§4 — APPLICATION CHECKLIST
□ IMM 5710 form
□ Final completion letter from [INSTITUTION]
□ Final transcript (must show all required credits earned)
□ Valid passport (PGWP can be issued only up to passport expiry)
□ Application fee: CAD 255 (CAD 155 work permit + CAD 100 open work permit holder fee)
□ No biometrics required if already provided in past 10 years
□ No medical re-exam if previous is <12 months old
§5 — DURING PGWP — PR PATHWAY PREP
For [CLIENT_NAME]'s long-term plan (PGWP → PR via Express Entry / PNP):
• Express Entry (EE) — needs CRS score:
- Age (max 110 points): peaks 20-29
- Education (max 150): bachelor's = 120, master's = 135, PhD = 150
- Language (max 160 / 320 with spouse): CLB 9+ across all 4 IELTS bands = 124 points; CLB 10+ = 136
- Canadian work experience (max 80): 1 year = 40 points, 5 years = 80
- Total potential: 500+ for competitive EE pool
• Province nominee programs (PNP) — usually requires 1 year of in-province work + job offer
Key PGWP-period priorities:
1. Get CLB 9+ on IELTS General within 12 months of graduation (study-program-to-IELTS prep is fastest)
2. Land a TEER 0/1/2/3 job (NOC mapping matters — clerical/labour TEER 4/5 won't count for EE)
3. Accumulate 12 months of qualifying Canadian work experience for CEC
4. Apply for PR through EE before PGWP expires (or via PNP for province-specific routes)
§6 — RED FLAGS / WHAT DERAILS PGWP-TO-PR
• Failing language test (most common; budget for 2-3 attempts)
• Working below TEER 3 (cleaning, retail without supervisor role) — doesn't count for CEC
• Skipping 12 months continuous experience (gaps allowed but reset counters)
• PGWP holder loses status if no work for 90+ consecutive days = restore status process

PGWP rules change frequently; verify against canada.ca/en/immigration-refugees-citizenship/services/work-canada/permit/post-graduation.html before key decisions.
